Airport construction and operations are related to changes in the way of life and livelihoods of local communities, both negative and positive effects, e.g., expropriation of space, noise impact, traffic impact. However, it is also an opportunity for the country and locals to income generation from tourism, accessibility to transportation systems, community safety, etc. All of which require a process of participation with stakeholders at the community level, including social activities to achieve mutual value both the airport, local communities, and national society. Moreover, participation with the community and society is the promotion of human rights regarding the right to life and safety, and the right to fair treatment according to the law.

Management Approaches

        AOT has assigned the Corporate Social Responsibilities Department and CSR-related units in every airport to be responsible for the operation to build participation with the community according to Strategy 2 “Stakeholder Engagement”, and Strategy 3 “Sustainability Initiatives”, under AOT's Sustainable Development Master Plan 2016-2019 and the extension 2020- 2023, which is consistent with Strategy 1.3, Sustainable Development under Airport Strategic Positioning Strategy of AOT's Revised Corporate Plan (Fiscal Years 2017 -2022). Corporate Social Responsibilities Department holds a meeting to report the progress and operational status to the Board of Directors on quarterly basis.

        In addition, the Corporate Social Responsibilities Department has prepared the handbook for the stakeholder engagement process at the community level based on international standards and assessments, for example, AA1000 Stakeholder Engagement Standard by AccountAbility or “AA1000SES”, ISO 26000, Dow Jones Sustainability Indices (DJSI), and Global Reporting Initiatives (GRI 2021). The handbook objectives are to guide the social activities practitioners at all airports about the scope of operations, specify the purpose of stakeholder engagement, identify stakeholders and prioritize them, as well as choose appropriate tools or methods to engage stakeholders, and explain guidelines for empowering communities to be ready for engagement, coping with potential risks, and communicating the results of public engagement.

Promoting the establishment of Stakeholder Engagement Process at the organizational level and the department level, indicating the disengagement risk, and establishing data synchronizing obtained from each segment to be used as the input data for further formulation of strategy, both at the organizational level and the department level.

AOT’s stakeholder engagement is in accordance with the International Framework (AA 1000 Stakeholder Engagement Standard: AA 1000 SES), covering the planning, preparation, implementation, and review process, including the communication guidelines with the external stakeholders for the development of the aforesaid processes and continual communications.

Stakeholders Database Arrangement at Community Level

      AOT operates its business according to “Corporate Citizenship Airport” concept which defines a framework in 4 aspects that are the core for determining and implementingAOT has arranged the community-level stakeholders’ database for all 6 airports to identify relevant stakeholder groups, analyze the expectations, and assess participation guidelines to respond to the needs of relevant stakeholders at the community level precisely.       Moreover, the database considers vulnerable groups of people such as the youth, the elderly, and foreign workers and also be reviewed regularly according to the changing context. 1 Hat Yai Airport is the only airport out of 6 that is not required for monitoring and inspecting EIA due to no additional capacity expansion after the promulgation of the Environmental Promotion and Preservation Act B.E. 2535 (1992).

Corporate Sustainable Development Activities

Sustainable Tourism and Community Product Development Project (AOT Selected)

The Corporate Social Responsibilities Department, together with social activity operators at all airports, is prepared to develop community attractions and sustainable community products from the major communities surrounding the 6 airports. This project aims to enhance community capacity through knowledge support and public relations channels. Currently, the project is in the pilot phase. It is searching for potential communities around the airport of AOT to create a model community of sustainable community attractions and sustainable community products. After that community’s needs and potential assessments are conducted and support programs for enhancing strengthens and fulfilling weaknesses in the development of sustainable tourism or community products in the near future are implemented.

Chiang Mai Airport promoted the potential of Doi Pui community through tour guides training, as well as supporting the registration of community enterprises in response to the return of foreign tourists.

The study trip project at the airport increases the opportunity for agencies and educational institutions to visit and learn about airport management such as safety management or public transport management within the airport to create knowledge, understanding and exchange of ideas and also attract personnel to work with AOT in the future.

AOT Volunteer Project

The AOT Volunteer Project is the activity to deliver environmental and safety knowledge to the communities surrounding the airport. The staff of AOT is the lecturers to provide knowledge and training on basic firefighting and the sense of care for the environment of young people. In addition to the delivery of knowledge, it also demonstrates expertise in responsive safety standards to the emergency situation and the attention paid to the environment of AOT.

Contribution to the Border Patrol Police School Operation

AOT gives priority to the development of youth, especially educational opportunities for children in remote areas. Therefore, AOT supports the operation of 7 Border Patrol Police Schools as follows:

  1. Airports Authority of Thailand Border Patrol Police School in Honor of the Sixth-Cycle (72nd) Birthday Anniversary of HM King Bhumibol Adulyadej on December 5, 1999 at Ban Ai Cha Da, Rueso District, Narathiwat Province.
  2. Airports Authority of Thailand Border Patrol School in Honor of the 100th Birthday Anniversary of HRH Princess Srinagarindra, the late Princess Mother at Ban Si Thawon Phana, Kok Tum Sub-district, Dong Luang District, Mukdahan Province.
  3. Airports Authority of Thailand Border Patrol Police School in Honor of the Fourth Cycle (48th) Birthday Anniversary of HRH Princess Maha Chakri Sirindhorn on April 2, 2003 at Ban Na To, Mae Salong Nai Sub-district, Mae Fah Luang District, Chiang Rai Province

Ban Mai Pattana Santi Border Patrol Police School (under the patronage of Airports of Thailand Public Company Limited in honor of the Fifth Cycle (60th) Birthday Anniversary of HRH Princess Maha Chakri Sirindhorn on April 2, 2015) at Mae Nachon Sub-district, Mae Chaem District, Chiang Mai Province.

      AOT contributes to the operation of the Border Patrol Police Schools every year. Each year, AOT supports the budget to the Border Patrol Police Headquarters in the amount of 1,050,000 baht for development projects and facilities maintenance, including improving instructional media potential. Additionally, it has given scholarships, educational equipment, and support in other affairs of the Border Patrol Police Schools for more than 20 years, in a total amount of 74,707,853 baht. Moreover, AOT assigns executives and staff to visit the schools and hear the school report annually.

AOT operates social activities covering all 6 airports and Head Office (100%) by responding to community needs through stakeholder engagement process which is sourced from the community-level stakeholder database. Suvarnabhumi Airport

"Supporting Patient Health Care - Groups at Risk of COVID-19" Project

Suvarnabhumi Airport donated drinking water to Samut Prakan Hospital, Nai Khlong Bang Pla Kot Subdistrict Administrative Organization Samut Prakan Province, Lam Phutsa Community, Nurun Phatthana Community, and Zen Dai Nonprofit Organization Bangkok to use in the quarantine mission for the people at risk. In addition, Suvarnabhumi Airport also donated 1,800 bags of survival supplies to the Internal Security Operations Command (ISOC), Bang Phli District, Bang Sao Thong District, and Lat Krabang District Office to distribute to people in the communities around Suvarnabhumi Airport.

“Community Product Support” Project

Due to the Coronavirus (Covid-19) pandemic situation, AOT has adjusted the format of the Suvarnabhumi Fair from selling community products n the area of Suvarnabhumi Airport to be sold in AOT Market Place instead, an online sales platform for AOT employees. The aim is to increase income for communities that suffer from the decrease in sales resulting from the aforementioned situation. The products for sale are sun-dried gouramies fish from Bang Pla Subdistrict, Bang Phli District, Coconut-Leaf Broom from Racha Thewa Subdistrict, Bang Phli District, vegetable salads and flowers from Minburi District, Bangkok and etc.

“Community-based Tourism Promotion at Ban Bang Kaei Community, Bang Pla Subdistrict, Bang Phli District” Project

The project is to promote and develop community-based tourism in Ban Bang Kaei located nearby Suvarnabhumi Airport, to be ready for waterway tourism management with safety standards, environmental concerns, knowledge enhancement, and readiness for community-based tourism management. It will benefit simultaneously and sustainably in safety, community economy, and ecosystems.

"Third Field Hospital” Project

Don Mueang International Airport provided a building and spaces to support the establishment of the 3rd Field Hospital, named “Tai Rom Phra Baramee Field Hospital” at the 4th cargo outbound warehouse with an aim to alleviate the suffering of those infected with COVID-19 from the ongoing pandemic situation since 2019 to present.

Due to the large number of patients awaiting to receive treatment, especially in the Bangkok area, therefore, it is necessary to provide suitable area to set up a temporary field hospital to support those infected with COVID-19 with mild symptoms.

AOT is aware of the importance of waste problems affecting the communities in terms of health problems, economy, and environment. Don Mueang Airport donated 1,000 glasses with boxes for the elderly, 304 adult diapers, and 7,200 bottles of water branded Don Mueang Airport to the Chulabhorn Royal Academy for use in public service activities and Royal Medical Unit Projects.

Clean Energy Learning Promotion Project

AOT promoted clean energy learning for Bumrungraviwan Wittaya School, located in the surrounding area of Don Mueang International Airport by donating solar panels to the school in order to integrate knowledge with STEM (STEM: Science, Technology, Engineering, Mathematics). At present, this school is a role model in organizing learning through an exhibition on clean energy for other schools in Don Mueang area.

Forest Fire and Haze Prevention Project

Forest fire surveillance and extinguishment is a major problem at the local level. It interferes with the visibility of aviation, undermines health (PM 2.5), and impacts tourism. The Forest Fire and Haze Prevention Project was established with budget support and volunteerism of employees and workers to create firebreaks in areas that are vulnerable to forest fires. This project also supported drinking water for various agencies, including Doi Suthep-Pui National Park, Chiang Mai Disaster Prevention and Mitigation Office, as well as local administrative organizations, communities, and villages in the forest fire surveillance and extinguishing mission. In the future, it also plans to work with Doi Pui Tourism Community Enterprise Group to promote tourism under natural conservation in order to ensure tourism sustainability and raise awareness of young people to cherish natural resources, especially forests.

The environmental problems of coastal tourist destinations have been regarded as urgent issues which AOT has been trying to solve by using the strengths of Phuket Airport supported by a team of diving experts accredited by a global certification and a network of marine and coastal resource management specialists.

Drinking Water Distribution to the Community Project

Mae Fah Luang-Chiang Rai International Airport took part in supporting community activities around the airport and other communities in Chiang Rai Province by providing water bottles for the use in various community activities such as drinking water for officers in the mission to extinguish forest fires and smoke in Ban Du Subdistrict, Tha Sai Subdistrict, Chiang Rai Province, and also distributed bottled water to people in villages of Chiang Rai Province who were affected by the pandemic situation of COVID-19 and flood.

Social Return on Investment (SR0I)

AOT evaluates the performance of social activities through listening to community opinions from various visits and in the form of Social Return on Investment (SROI) analysis, which can be used to review the effectiveness of the activities, to improve strategy and operational process and to make decision to invest in expanding those activities in the future. Such results can also be used to communicate with stakeholders concretely and universally.
